There are lots of problems with standardized tests (see Best Posts On How To Prepare For Standardized Tests (And Why They’re Bad)).

And there are even more problems with using standardized tests to evaluate English Language Learners.

For example, every year, it’s unbelievable to me that articles decry the low test scores of ELLs in standardized tests for English.

Come on, people, of course they are going to have low English test scores – they are still learning English!

In fact, it’s probably the best description of those challenges that I’ve ever seen.
