The 2017 Congratulations Set with S-Mint silver Eagle: If nothing else, it will be exciting

The Mint promised us a number of surprises for its 225th-anniversary year. The first was the news that the 2017 cents minted in Philadelphia would, for the first time ever, have the P mintmark. Word got around slowly, starting with a post on a PCGS discussion board about a 2017-P penny that had turned up in pocket change.

Then, just last week, another such surprise came out, and it, too, was unannounced—a sort of Easter egg for the collecting public to discover. The annual Congratulations Set, which has contained a standard-issue, West Point–minted Proof silver Eagle since the sets were first released in 2012, will be released at noon tomorrow with a Proof ASE from the San Francisco Mint, complete with mintmark.

The news of this one traveled more quickly, first surfacing in comment threads and on message boards: Am I seeing this right? or I think the Mint made a typo. As more people went to the Mint’s website and scrutinized the photos, the cat was let out of the proverbial bag, and the story moved from the comment threads to the headlines. Soon afterward, a Mint press release announced that, not only would the Congratulations Set have an S-Mint Proof, the 2017 Limited Edition Silver Proof Set would, as well.

The exciting part, of course, is not so much the existence of the S-marked ASE but the matter of its potential mintage. The product limit for the Congratulations Set is 75,000; for the LESPS, it has traditionally been 50,000. There’s nothing to keep the Mint from raising the limit on the latter, or from adding the S-Mint Proofs to another product later in the year. But no one wants to get shut out when the 2017-S coin could end up being a low-mintage key date. The price point, $54.95, means that it’s no huge loss for the buyer if it doesn’t work out that way.

The price point is also a clue to the Mint’s timing with the coin. On Thursday, the Mint is releasing one of its highest-priced items of the year: the American Liberty 225th-anniversary gold coin. Even at spot value, the coin would be out of reach for casual collectors—and its final price will be several hundred dollars over spot. Why not release a budget-minded coin with a bit of excitement to it, around the same time as the big-ticket item? That gives everyone a chance to play.

Collectors and would-be flippers will be poised tomorrow at noon Eastern time for the set’s release. A few will get through right away; many more will have to refresh the screen several times to get in. With no household order limit in play, quite a number of people will buy multiples. And, of course, many people will be shut out, and will have to make a decision: pay a premium now—either on ebay or in buying a pricey LESPS—and risk wasting their money when the mintage runs into the high range? Or don’t buy one at all, and risk kicking themselves when the 2017-S ends up being a comparative rarity?   ❑

    Good luck to all those who try for the “S” later today. If I don’t get in I won’t be buying it on the secondary market.

    I don’t think I’ll be buying the gold Liberty from the Mint. With a high mintage and no HHL the big boys will buy a bunch and certify them. It is likely after a little while 70’s will be available with a small premium if I decide I want one.

    This is “Capitalism”.

    You are NOT restricted by an Arbitrary HHL that some person has set. You are restricted by Nothing. You can buy ALL you want ( UP TO the HHL of $25k Restriction set by a credit card) before the Time Runs Out on The Clock.

    HHL Only benefit those that want to purchase Up To The Household Limit. It screws ANYONE that wants to purchase Over the Arbitrary HHL.

    “Equal Footing , means Equal Footing”. At High Noon Fire away and purchase as Many as You Want Until the Clock Runs Out.

    I’m passing on this. I don’t buy proof bullion because of the inflated price….low mintage or not. I collect because I like the coins, not because of some potential windfall.

    Been in this business since early 1970’s. I wish i could see the excitement in this. I guess because the Mint has been putting out less than average appeal, That ANYTHING with a potential with a .0001 upside or so is cause for celebration. Not worth the price on this, And will come down. The grading companies having a field day once again. What ever happened to the good old simple times with REAL excitement in coins. New generation i guess. NOT for the better imo.

    What your saying to me is this coin has a .0001 upside. is that the ONLY reason you buy coins is for the upside. Well a lot of people collect the ASE in all forms. So I say let them (us) get excited about a new mint mark ASE.
    What exactly is your “REAL excitement in coins” anyways.
    Isn’t coin collecting about each person finding their own excitement in coins.
    I can’t afford the big kills and i don’t want to wait around for them.
    It’s the little things that matter, the small excitements to me. But…

    So far this year, this has been the ONLY little bit of excitement from the mint. I am not an ASE collector, but I did buy many of the anniversary sets. So I really don’t need another ASE. But what the heck, it will be a little fun to try and get one. Maybe I will give it to someone and say “Congratulations”!

    There might not even be 75,000 sets ready to go. Last year’s Congratulations Set hasn’t even sold 3,000 units yet. Remember, this is the same Mint that thought 17,000 Truman C & C sets would be enough based on past year’s sets performances!

    I had one, then while I was checking out it became unavailable. I was there exactly at 12:00. Oh well. I tried. At least my prediction was correct. Gone instantly, thanks the the ridiculous no HHL. To those that said everyone had the same chance, you are wrong. Obviously, some or one of the big players bought a ton of these. The mint must take the blame for this. Anyone with any intelligence could have seen this would happen. Shame on the mint.
    I bet there are a lot of angry collectors out there.

    This is CRAP. I was on the phone at 12 noon and on the website with the set in my basket. I could not check out and the operator said it just went on sale but is completely sold out at 12:01. I could not get one.

    I have to say that was the easiest order I have place on the new system. I even had to switch credit cards mid-order and had no issues. The only question we have remaining is are they truly sold, or is this just the quantity they had available?

    The US Mint likely had a relatively small quantity on hand. (20,000 or so?) To think that it had 75,000 initially for sale would have been a deviation from past practices. And it would have been foolish since it may not have been able to sell the full amount because of weak demand.

    Perhaps someone should remind the US Mint that the intended purpose behind their Congratulations Coin folder is to present a special keepsake for this year’s graduate. But how many of these sets will reach the hand of a graduate? Less than one percent, maybe? Today’s offering seems to have defeated the purpose of the Congratulations Set.

    I suggested to the mint to limit to 5 or 10 per HHL, and they passed it along, but apparently did not agree.

    But caution is in order until we know if they are really gone or just out of stock. I am pretty sure they had a lot more than 5K ready but probably not the full 75.

    Lol! And then to rub it in, the mint sends the reminder notice to purchase the Congratulations Set at 12:06pm EST. So rude!

    I tried to order from the U.S. Mint phone app which is always a mistake on launches like this. But I had no choice.

    I do not have a confirmation email yet, but I ordered a bunch of other stuff which I already had in my “bag”. If it turns out they were all available and a few big boys got most of them, the Mint will need to impose an after the fact limit of some sort. I can’t see them letting hundreds or thousands go to one buyer when there are a lot of little guys just wanting a few each.

    Xena – You can get the 08 w/07 reverse for around 400. I happened to get 2 of them for $26 each when I ordered my usual 5 from the mint back in 08. I had ordered them late so they probably came off of the bottom of the stack at the warehouse. I still need the 95″W” as well. I missed that one because I went on a big vacation that year and did not have the $$ for the gold proof set, which I had been buying up until that point. Oh well, just another missed opportunity from years past.

    This suggests that the Mint’s strategy is to get product out the door as quickly as possible and they have no interest in the breadth of product distribution.

    A government mint that was interested in fostering the hobby would always have an order limit per customer.

    Makes you wonder what kind of collusion is occurring

    sharks2th, The 08 reverse of 07 are trading for more than that. I bought one in OGP last year for roughly $550.00. I’ve not found them any cheaper. It happens to be one of my favorite. Awesome coin.

    I think the reason the website worked well is that the were a smaller amount of people ordering, they just ordered in bigger numbers for a faster sell out. All 75k may not be made however the time to flip was today and today only. IF they add a 2 coin West Point & San Francisco set you can kiss the low mintage numbers goodbye .

    All eyes are now on the 17 LESPS, especially if graded 70’s are going for $150 each out of the starting gate. 50K should ensure the sales period to last longer perhaps an hour, longer if a HHL is imposed. If the price stays at $139.95, it’s a steal if that’s all she wrote on the Congrats set and there really are no more.

    Mint got caught with its pants down yet again for NO HHL and gone in 3 minutes. Exactly what where they thinking??? 1,000 happy customers vs 10,000 dissatisfied ones. An umitigated disaster.

    sharks2th – somewhere betw 1995-2012, I had stopped collecting due to other distractions and uses for income. I’ve been able to catch up on most of what I missed, and since I missed the silver peak I probably came out ahead. Lucky you for getting the 07 rev in the normal order! It’s really hard to stomach $400 for an oz of silver, so not sure I’ll ever get that one, let alone the 95W.

    It’s a beautiful day here, sorry we all missed the quarter launch. But the Mint store has the quarters loaded up.

    If the Mint is looking at their bottom line, then getting everything out the door would be their best strategy. They obviously lost a lot of sales on the 2016 Gold Commems by limiting initial sales with HHLs too low. It seems like they either go too low or not at all. The Mint obviously does not have anyone who collects seriously working there or giving them reasonable advice on when and when not to use the HHL.

    I also wouldn’t be surprised if the HSN guy is bragging about how he ordered half of the mintage and is selling them for $150 later this week. He has been bragging the last 2 weeks I happened to see the show of how he got 35-37k of the 2016W Unc ASEs, not telling the viewers they are still available at the mint for a third of what he is asking.

    @Dusty – The ebay sales have been running from about $380 to $450 for OGP or 69s. The 70s have been running between 600 and 700 or more. You just have to catch them on a day others aren’t bidding. They do tend to run a bit more at the bigger auctions like Heritage, etc.

    @Xena – I agree, 78 degrees is a perfect day around here. I decided to skip the ceremony as well. I don’t go into the District much unless it is a special occasion or some guests are in from out of town. I miss the stand the Mint used to have at Union Station. It was more convenient to get to, but they did not always have all of the available products.

    I called the Philly gift shop around 12:25 and was told that their limited quantity of about 100 was sold out. Unbelieveably, they called me back around 12:25 and let me know that several were returned by an in-house buyer who evidently bought a sizeable number and later felt he didn’t want all of them. The Aramark guy said the buyer never even left the Mint lobby, so he changed his mind pretty quickly. I must say that it was very nice to get that callback–good luck on my part.

    Within the past week I’ve received large quantities of proof sets tossed carelessly into a flimsy shipping box. No care at all. No protection.

    Ill bet anyone ordering large quantities of this Congratulations Set ASE will be very disappointed with the packing. Banged up Cardboard Collectibles Packaging is just not cool at all.

I went to buy @ 9:05 unavailable…..really…I don’t care & as the mint keeps screwing over their BASE, the collectors the PEOPLE, they will loose more sales & see that slowly they are killing the “hobby’…..how in the world was there no HH Limit….bs…. As this has happened b4 & will again we all need to realize we’re the ca$h cow & need to let the mint schmuck know….bet Jared Kushner bought 10,000….

    In checking the eBay listings, several sold Commemorative Sets went in the $70.-75 range. I’m pretty sure these were pre-sales, prior to today’s events. The current listings have these in the $120 – 150 range. I didn’t look to see if they were listed before or after the sellout.

Maybe I should have taken off work and driven down there. And amazing looks on bay for sets of 10-20 PR69 or PR70 coins…I’m a small collector, one with a fair amount of patience, but this might just push me over the edge.

    So getting these “interesting” coins from the mint is going to be like getting concert tickets. The big boys make out, the little collector gets screwed. From a business standpoint that makes good sense for the mint. They get theirs. I guess that’s just the way the world works. When big companies sell a product , the company that buys large quantities gets better service.
    At the very least the mint owes us an explanation. If that’s the way it’s going to be, just tell us, and then sell to the big guys and be done with it. If all the mint cares about is the money, so be it.
    But if the mint cares just a little for us collectors that ultimately buy the coins, this just isn’t right.

    Having a hard time wrapping my head around ‘cares just a little for us collectors’ comment. If I”m not mistaken, the Mint issued a few coins last year related to the 1916 Anniversary coins and couple of those are still on sale at the Mint. You can even go and buy last years Reagan C&C set.

    As I’ve mentioned here many times, I have had Zero problem placing an order at the Mint for a coin that I wanted and getting it.

I was really mad when I couldn’t get the IKE C&C set. I got on exactly at noon and no luck. I can tell you this, if you get the “no longer available” and you got on right at noon, you will not be happy camper.
    I wonder how many of these carsonandmegansmom got? I think they had the best deal for the IKE C&C set on EBAY, that is how I got mine.

I have been involved in this for over 50 years & see it repeat over & over, I have one some & lost some, the point is the mint brains (Pinky & the Brain it appears…) made this a ‘secret’ S Proof ASE, then gave the secret to everyone including the folks buying 1,000 @ a clip- how else do you sell 75k in 1 MINUTE…if that dos not show you how phuck#$d up the mint mgmnt is I ton;t know what cold. It’s all sheets & giggles for us plain ol joes, all I can say is I did not buy the AG High relief last year & neither this from mint or aftermarket–> Sorry, I no longer care…rather get a nice OLD rarity…

    It looks like Betty Ford and Grace Coolidge are now tied for lowest mintage First Spouse proof. As long as a few more Ford proofs are sold, Grace Coolidge will end up being the key to the set of proofs even though it has one of the best portraits and an interesting reverse. The prices on ebay seem to reflect this with high prices for 69’s and no 70’s available at all.

    I suspect that the US Mint had a relatively small quantity on hand. (20,000 or so?) To think that it had 75,000 initially for sale would have been a deviation from past practices. And it would have been foolish since it may not have been able to sell the full amount because of possible weak demand.

    If we’re fortunate, the US Mint will report first-day sales of the set in the near futue.

    If the Congratulations Set has sold out and no more are produced then it really is a bad marketing decision to take a product, which has significant demand in May and June for graduations, and make it unavailable during that time period for 2016 and 2017. I know 2016 was due to Congresses’ the late notice on the edge lettering.

    Sort of like selling swimsuits that are not available until September.

    Even if the mint only made 20K, they could sell all 75K. They just put the rest on backorder. They are probably all gone. Maybe like the gold Merc there will be some at a later date. I doubt it.
    The scary thing to me is that this seems to have purposely done to sell 75,000 coins in an instant. Either the folks at the mint are just plain dumb, which I don’t believe, or very smart. We will probably never know the truth.
    Still, because there is no mintage limit, nobody knows if the mint will sell this in something other than the LESP.

    While they could do anything, the fact that they specifically came out and said the coin would be available in both products tells me it is unlikely they would then pull a fast one and sell it in another product. If their goal is to sell more of them, they simply increase the LESPS mintage, but keep in mind that set will likely be $200 with both proof eagles, so they also have to consider how many $200 sets will they be able to sell. If someone really wants the S coin to complete their set, they will buy now on the secondary market for $110, not wait months and pay twice as much for a set with coins they mostly don’t want. Also, I think the LESPS tip-off was to avoid the situation in 2012 when people complained loudly about not being told in advance of 2 products with the same S-proof dollar. .

    If it is so that these Sets are not sold out, the Mint has probably already satisfied the thirst of he big dealers –who will go on to market these as “first strike” or “early release” in the gimmicky game of unnecessary graded coins.
    If you are still seeking a Set or two, check the Mint’s website @ 7:30 am ET on Saturdays, which is when it has typically released more quantities of CU ( currently unavailable) Mint offerings. This has happened, for example, with the recent Presiential C&C sets.

    Regarding the announcement of the “S” ASE being included in the LESPS, I took it to mean that the “S” Eagle would be in the set IN PLACE OF the “W” ASE, not IN ADDITION TO. It does make sense to have an “S” ASE in that set anyway, since all the rest of the coins in it were always San Francisco coins.

    I don’t think the Mint was being smart or sneaky with this – I think someone simply thought it would be neat to have an S proof in the Congratulations “set” and also include it in the LESPS set. The Mint has proven that it is not too swift when it comes to determining mintages or demand (under-producing some coins, while overproducing others).

    Were all 75,000 sold out today? Who knows, but they might have been. The packaging for this product is presumably USA-made (just a cardboard folder) so getting additional packaging for more coins should not take long, and any backorders can be quickly resolved.

    I wanted a couple of these and did not want to risk the availability of the set later this year (or pay the premium) so I made sure my password worked in advance and my cc was on file, and I logged on 10 minutes early. I got in an order for two coins at noon with no issues. I hate this rat race, but it is what needs to be done for these high demand coins, and at least readers of MNB knew in advance….

Went extremely smoothly to final review within ten seconds and done. Still can’t believe that acquiring this product was a matter of seconds between have and have not..

    We don’t know at this point, but the LESPS is designed as a set with all the silver proofs from whatever mint in one place, not as an S-mint set, so I think it makes sense to W and S.

    I also believe that collectors will not dump money into a pricey LESPS set for the sake of getting an S minted proof silver eagle. They will most likely go to eBay and buy one in OGP for a lower price. If the LESPS sets do include both proof ASE’s, the price will increase significantly, along with a good chance of much lower sales totals from previous years.

    The only remaining question is “How oversized will the shipment box be?” They could get away with a large securely sealed padded envelope, but I’m sure no one thought of that. The RCM does this for some subscription issues.

    I was at the coin forum last night for the Fredrick Douglas Coin Release. Some notes. The “S” ASE will be in the LESPS but only the “S” there will be no “W” included. The mintage limit will be 75K in the Congratulations set and 50K in the LESPS for a total of 125K. Philly mint to produce a copy of the HR Liberty gold in June to be followed in OCT for the 4 medal,4 mint, 4 different finishes 225 Anniversary set, hinted this will be liberty themed and not the same as the HR Gold.
    The Bulk lot is a new packaging for the proof ASE. Coins/Capsules and COA only housed in 42 coin trays sold in lots of 210 coins (5 trays). These were designed for bulk purchasers that do not want all the packaging for grading.

    I feel sorry for those that purchase/chase the “S” ASE on secondary market ! This is what hurts coin collecting , to wake up one day and realize you will never get your money back or make money on this greed. Dealers/Big Boys your business will have a short life when buyers catch on to the trickery. Last year the U.S. Mint was concerned with how to save collecting ? Warning us to look for something else !
    I was thinking my collection would be nice to pass down in the family , but now I thinking if it is not bullion it’s not worth buying.

    Just some random thoughts…

    It’s interesting that we get a release like this as soon as USM Acting Director Rhett Jeppson is no longer on the job. This idea leads me to remember the failed releases of the three tributes last year.

    We briefly discussed early the timing of this release. It may be that the mint felt PFSWeb could more efficiently do their job if the releases were closer together. I’m just wondering what they do with their workforce when not so busy.

    It may be that the USM wanted to change the LESPS to make it an all “S” set, but didn’t want to make only 50,000. Putting them into another set like the Congrats set makes perfect sense. And it is Graduation time.

    The LESPS is more expensive than the Silver proof set and proof ASE combined. You also get less coins. So put in a proof “S” ASE and you give buyers a reason to buy the LESPS. Let me know if I’m missing something here.

    There are photos of the actual medals in the four different finishes from Baltimore in the 3/31 Coin Update article linked in the 3/27 thread. They are the same as the HR gold.

    Off topic – I find it most interesting that the Boys Town gold proof coin is underselling the uncirculated version. This observation runs contrary to what we’ve seen in the past (i.e., proof coins selling more than the uncirculated versions).

    I presume secondary market dealers believe that the uncirculated version will sell fewer in the long run. Thoughts?

    I’m sure I am the only one who feels this way but I think collector coins such as this should be minted to demand. Everyone who wants one should have the opportunity to get one. It’s bad when the mints website gets bogged down with people trying to get them because they fear a sellout. Further I think there should be limits to prevent dealers and other big boys from hoarding them only to flip them and resell and gouge customers weren’t able to get them from the mint, Seems like it’s become a game now.

    @data dave, As far as FS coins are concerned, sales were Strong. Since it was up and down most options I would assume that it was one party that did most of the buying. It was Surprising since we just had a price Increase. Doesn’t make sense to wait for a $25 price Increase and then decide to buy across the board.

    Since the pop numbers are so Low on Graded FS coins, it could be someone looking for graded and we will see some negative numbers this week…

    I started ordering coins from the mint in January this year. Got a new job and can afford to buy coins again. I work nights and was able to sit at the computer at 9 am yesterday and order the American Silver Eagle S mint coin. But, in my order history it indicates Back Ordered. I know, in general, what that indicates, but can someone tell me what it indicates when the Mint uses the phrase. Will I receive the coin?

    Somewhere between Minute 1 and Minute 2 the “S” went into back order status. You Should receive your coin, it just will go out when all the back order orders go out…

    I actually like my 2015 HR Gold Coin – well sort of. The Eagle on the reverse is very stunningly done. The obverse … well it’s OK but .. well it’s just OK. Can’t remember the last time I looked at it, sort of like all my locked away Coins. Can’t just have that sort of stuff laying around, unsecured.

    When it comes to the 2017 HR.. well the reverse sort of looks OK, but the obverse… I don’t need this sort of stuff at all. When’s that Platinum Eagle coming out? What about that Palladium thing?

    My last comment on the S ASE – I guess what bugged me the most was that I had it in my cart and poof! This is like someone ripping that flat screen TV out of your cart at Walmart during the Black Friday sale. I supposed it would be very difficult for the mint to fix that, but it just seems that if it’s in you cart, it’s yours. Now I’m done.

    I agree with you. Once something is in your cart, you should have a few minutes to complete the transaction before the item disappears. I had no issues ordering yesterday but have had problems in the past with getting through the checkout process.

    I have lost stuff in cart many times & had them sell out in mid check out, the MINT is a pos for the no HH limit, why, for wht reason would ther be NONE>? As to the 2017 HR, no % I don’t care the mint can kiss my…… Sales will be lucky to hit 10,000 day 1, more like 6,6oo. It will languish longer on the mint’s website than Methusala’s 401k…..

    Last on the 2017 S ASE Proof, as the coin collector field slowly dwindles off & gets po’d, are there 75k HARD CORE ASE collectors that will pay $150 for this Eagle? If so when it’s time to selli n10, 20…30 year…there is no way there will be 75k collectors who even care…..Look @ 2016 HR Medal, on Ebay they are <$100 BIN w/o offers, I just made an offer @ $47.5o….waiting…35% profit & they have 12 (how is THAT!) 2much but will advise….

    My sons order was 140 higher than mine order for Congratulations set and it shows shipped
    my wife’s order number if 400 less it shows shipped

    The order I placed is on back-order, it is the one going to a po box ?

    Do PO box orders get pushed out ? or is the shipping strictly random

    Here’s something that might be of interest to the old guard here on MNB. I have the Nickel version (struck in Nickel metal) ready to be delivered tomorrow. I went back on the website today to get a link and saw a Silver version on sale. Well I ordered up and decided to share the Silver version here on MNB.

    I thought it was interesting enough to check it out. If it looks good to anyone else…. give it a try.

    I first learned of this on Dave Harpers blog on Numismatic News.

    I never heard of them either. I thought I saw a blurb about them on Dave Harpers blog but I went back to try to find it and … no luck. Anyway I’m supposed to get delivery of 4 of the Nickel (metal used , not Nickel 5 cent coin) versions tomorrow. Today I saw they had a new Silver version up and I’ve ordered 5 of those.

    Hope everything turns out OK and I’m sure it will. I remember seeing that Gasparrow design on the cover of Coin World way back in 76 or maybe 77.

    Congratulations Silver Eagle Proof PF70 on Ebay

    It looks like Modern Coin Mart, must have ordered thousands (Gov mint and Modern Coin Mart are the same company.) and got a lot of the inventory according to ebay listings. Can you believe they want up to 349.00 for a proof 70. Thats 6 times the value. They had over 423 coins listed just under the PF70 labels. Thats 86,552 plus 45,325. For a total of $131,877.00 Just for the PF 70’s???. Not to mention the PF69’s. This is how these coin company’s whored out their customer base.
