S. 4384 would require the Department of Veterans Affairs (VA) to enter into an agreement with the Agency for Toxic Substances and Disease Registry, a component agency of the Department of Health and Human Services, to study whether exposures to toxic substances at Karshi-Khanabad (K2) Air Base in Uzbekistan are correlated with cancers and other diseases. Federal agencies would be required to provide to the agency any information needed to complete the study. The report would be due to the Congress within two years of enactment. Using information on the cost of similar studies, CBO estimates completing the study required by the bill would cost $2 million over the 2020-2025 period; such spending would be subject to the availability of appropriations
