H.R. 5586 would direct the Department of State and the U.S. Agency for International Development (USAID) to prioritize support for human rights, anti-corruption, free press, civil liberties, reconstruction, and development in their engagement with Haiti. It also would require the agencies to develop a strategy to support those efforts and report to the Congress on their progress. Finally, the bill would require the department to report to the Congress on a mass killing in Haiti in 2018.
