S. 2864 would require the Department of Veterans Affairs (VA) to establish a program that would allow veterans, before separating from service, to select up to 10 people to whom the VA would provide information about VA services and benefits. The veteran’s election would be made voluntarily, and the individuals chosen to receive the information would need to voluntarily elect to accept the information. Any person, the veteran or his or her designees, could elect to withdraw from the program.
On the basis of the costs of similar efforts to disseminate information, CBO estimates implementing the new program would cost $2 million over the 2020-2025 period. In addition, conducting the annual surveys of participants and reporting on those survey results would cost less than $500,000 over the 2020-2025 period. In total, the bill’s requirements would cost $2 million over the 2020-2025 period; such spending would be subject to the availability of appropriated funds.
