The State Department’s Office to Monitor and Combat Anti-Semitism is headed by a Special Envoy who is appointed by the Secretary of State. H.R. 1911 would elevate that position to the rank of ambassador and require that the Special Envoy be nominated by the President and subject to Senate confirmation. In addition, the Special Envoy would report directly to the Secretary of State. Finally, the bill would codify the position’s responsibilities to coordinate the federal government’s efforts to combat anti-Semitism overseas.
