H.R. 2601 would expand the Veterans Choice Program (VCP) to include eligible veterans in need of organ transplants. Under current law, VCP pays for certain veterans to receive health care from participating providers in the private sector. At the beginning of fiscal year 2018, VCP had about $2 billion in available funds; CBO expects those funds to be completely committed by the end of the year. The program will terminate once its funding is exhausted. As a result, CBO estimates that implementing the bill would have no budgetary effect.
Enacting H.R. 2601 would not affect direct spending or revenues; therefore, pay-as-you- go procedures do not apply.
