S. 167 would designate the memorial to fallen educators located at the National Teachers Hall of Fame in Emporia, Kansas, as a national memorial. The memorial would not become a unit of the National Park System. Based on information provided by the National Park Service, CBO estimates that implementing S. 167 would have no effect on the federal budget because the bill would prohibit federal funds from being used to operate the memorial.
Enacting S. 167 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 167 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028.
S. 167 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
