S. 2785 would reauthorize provisions of the Indian Alcohol and Substance Abuse Prevention and Treatment Act of 1982 to authorize the Bureau of Indian Affairs (BIA) to provide funding for tribes to combat alcohol and substance abuse among tribal members. CBO estimates that implementing S. 2785 would cost $37 million over the 2017-2021 period, assuming appropriation of the necessary amounts. Enacting S. 2785 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
CBO estimates that enacting the legislation would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.
S. 2785 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA). The bill would benefit Indian tribes by reauthorizing grants that address alcohol and substance abuse and strengthen the criminal justice system of tribes. Any costs to tribal governments would result from complying with conditions of assistance.
