H.R. 5160, a bill to amend title 40, United States Code, to include as part of the buildings and grounds of the National Gallery of Art any buildings and other areas within the boundaries of any real estate or other property interests acquired

H.R. 5160 would expand the definition of what is considered the property of the National Gallery of Art. That expansion would permit the National Gallery to employ armed guards in certain circumstances where they may not currently do so. Under current law, guards employed by the National Gallery of Art at certain properties may not carry weapons.

CBO estimates that implementing the legislation would have no significant effect on the federal budget. Because H.R. 5160 would not affect direct spending or revenues, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 5160 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 5160 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
