H.R. 2834 would codify certain laws relating to the environment as title 55 of the United States Code. In restating existing law, the legislation would make technical changes to the law involving environmental protection programs and related activities. CBO estimates that enacting H.R. 2834 would have no significant effect on the federal budget and would not affect direct spending or revenues.
Because enacting the bill would not affect direct spending or revenues, pay-as-you-go procedures do not apply. We estimate that enacting H.R. 2834 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2016.
H.R. 2834 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
