H.R. 400 would require the Department of State and the U.S. Agency for International Development each to submit a report to the Congress on how they would define recruitment and placement fees charged by contractors or their agents. The agencies also would be required to modify their contracting policies and practices to prevent trafficking in persons. CBO estimates that implementing the bill would cost less than $500,000 over the 2016-2020 period, assuming the availability of appropriated amounts. Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
H.R. 400 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
