President Trump Signs Coronavirus Relief Bill Invoking 1974 Impoundment Control Act to Demand “Rescissions”

27

The President on Sunday invoked the 1974 Impoundment Control Act to demand “rescissions” be made to the spending measures.

Trump: I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill.
Trump negotiated:
  • $2,000 per person
  • Section 230 eliminated or substantially revised
  • A line by line removal of the pork from the bill

Trump signs coronavirus relief bill after days of tension

By Tom Howell Jr. – The Washington Times – Sunday, December 27, 2020

Story continues below advertisement

President Trump signed the massive coronavirus relief and government spending bill Sunday, ending nearly a week of suspense that flustered governors and lawmakers of both parties.

Mr. Trump put pen to paper after a Christmas period marked by anger and confusion over his demands for bigger payments than what his Treasury secretary and GOP leaders agreed to in intense talks earlier this month.

“As president, I have told Congress that I want far less wasteful spending and more money going to the American people in the form of $2,000 checks per adult and $600 per child,” Mr. Trump said.

He also said he will send Congress a list of “rescissions,” or wasteful budget items that he wants removed, and that Senate Republicans will “start the process” that provides for $2,000 stimulus checks — a provision the House Democratic majority already agreed to.

He said his Senate allies will go a step further and consider repealing the liability protections that shield social media from lawsuits over their content and the voter fraud allegations that he’s pointed to as the reason for his election loss.

John Soloman’s take:

Trump averts shutdown, signs $2.3 trillion spending and COVID relief bill

Trump had refused to sign a Covid relief bill until Congress raised the amount of money paid to everyday Americans.

Updated: December 28, 2020:

President Trump on Sunday night signed a $2.3 trillion federal spending and COVID relief bill, averting a government shutdown and ensuring millions of Americans continue to get unemployment benefits.

Despite his misgivings about wasteful spending and low stimulus payments in the bill, Trump said he signed the legislation because “I have an obligation to protect the people of our country“ from further economic devastation. He said, however, “more money is coming” as Congress votes this week on larger checks.

The president on Sunday also invoked the 1974 Impoundment Control Act to demand “rescissions” be made to the spending measures. Under the Act, a president can seek congressional approval to rescind funds by sending a special message to Congress identifying the amount he proposes to cut, the reasons for it, and the economic impact.

“I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed. I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill,” Trump said.

The signing came after Trump tweeted, “Good news on Covid Relief Bill. Information to follow!”

The signing brought hope to millions of Americans who lost jobless benefits over the weekend as a federal shutdown loomed.

The standoff occurred after Trump refused before Christmas to sign the $2.3 trillion spending and COVID relief bill, demanding more money for everyday Americans.

Congress failed to address the president’s demands to increase the $600 stimulus checks to $2,000 per person.

A worthless act dependent upon the NEW Congress (traitors Piglosi and RINO McConnell), the ‘benefits’ of which will never be seen.

TRUMP CAPITULATED AGAIN!

So our Mooslamic enemies get the pork, we get squat, America gets screwed, and as usual, disaster.

If was just a face saving gesture.

THE SWAMP HAD A VETO PROOF MAJORITY!

We voted these people in there. I am just as guilty. When it would come down to the lessor of two evils a GOPe or a DEM, I’d opt for the GOPe. We just didn’t have decent people stepping up for those positions. Now with machines doing our voting, that door is closing too.

Exactly … at this hour – because the RINOs collaborating … it was all he could do.

… and there’s probably much worse in this bill than just massive pork for our enemies and traitors – if the pundits are right about it …

I thought that to overturn a veto took 2/3 majority vote in both houses. The party-line split numbers aren’t there and I can’t see a sufficient number of repub senators switching sides.
Please clarify.

Do you have problems seeing five feet in front of your own face? Serious question. Did you actually read the Impoundment Control Act of 1974 bill? or do you not actually, understand it?

What Trump did was absolutely brilliant, and he has 45 days to withhold the funding before it’s released through the White House Office of Management and Budget (OMB). He can keep red lining the proposal and keep sending it back to congress until it meets his demands.

Before you post senseless comments like “Trump capitulated” in ridiculous ‘CAPS’ read the bill: https://budget.house.gov/publications/report/impoundment-control-act-1974-what-it-why-does-it-matter

If you want to educate yourself before you speak, READ THIS!

https://trendingpolitics.com/wayne-allyn-root-delivers-urgent-message-to-president-trump-you-must-win-now-you-can-t-win-in-224/?utm_source=economics

Before people like you post gibberish it would be a good idea to have a smidgen of actual facts and knowledge instead of spewing the most nonsensical drivel ever posted on the internet.

I can’t school someone of your damaged intellect but I can say you haven’t actually READ ANYTHING of which you speak.

If you took a deep breath and actually READ what you claim to have read but obviously did not, and stopped upchucking nonsense for just a minute, you might understand that in 45 DAYS Trump will be long gone. The bill remains signed; it doesn’t ‘die’ with his exit.

It’s EXACTLY like the treachery of Obama signing a treaty… ANY future Senate approval codifies the treaty.

People like you who have no idea how government ACTUALLY WORKS but act like they do are a really, REALLY BIG PROBLEM! So are those who upvote your silliness without actually having an idea either, of what they’re talking about. That’s how and why this country gets fractured.

Bottom line? TRUMP SIGNED THE BILL! That wasn’t any more “brilliant” than you are.

Ahh… how I love the smell of bold caps in the morning!

The swamp has a VETO PROOF majority against him.

Signing it or not signing it wouldn’t matter. It would go into effect anyway in 10 days. if he hadn’t done that. He simply dragged it out for 45 days. He simply tried to make it uncomfortable for them and tried to help legal Americans. Since they love to spend money, they may give Americans some relief instead of just funding pork projects and aiding foreign countries. We are going back to Obama day “priorities” – America last and by both sides of the aisle. They couldn’t even wait for Trump to be gone. It’s all horrifying and a sneak preview of what is to come….It funds their priorities not ours. They literally hate us.

It’s beginning to look like the Georgia runoff will give DEMS the majority in the Senate. States get to determine when and how they vote – even if it is on a fraud voting machines. Judges dismiss fraud allegations or won’t hear it. We have no reason to expect a different outcome than a fake DEM win there too. You can’t force a state to use paper ballots when judges won’t hear it and call i fraud and that includes our Supreme Court. We are in a horrible situation. There are cases being appealed but as time drags on and it goes through the courts, the odds of us winning keep going down. I hope am wrong and we can still right this situation and get Biden out.

Here’s what your missing. For 45 days he can redline all he wants. And for 45 days they can simply ignore him. And when the 45 days runs out, fact is, he still signed the bill. End of story. Back to you.

Trump had no choice! Even if he didn’t sign it, within 10 days it happens anyway.

He tried to make it uncomfortable for them. That was the least he could do with a VETO PROOF majority against him.

Not entirely sure about that veto proof majority, he might have stood a chance of getting enough people on board considering how many of us were pissed enough about it, but you might be right. Either way, it flat out sucks. Thinking he was trying his best to help the people that needed help with small business and rent at least the best way he could, and get the rest of us a little cash. With any luck in the next 4 we can help him with some rope and a few stout tree branches….that will solve a lot of problems.

It is time we stop just looking at the news and playing victims to these Rats and start making them victims… as a matter of fact, scaring them into doing what is RIGHT by the American people would show the whole world that a Republic of The people By the people and For the people is better than any Socialist form of surrender.

There was no room to maneuver but to try and save face and hope there was a shred of decency left in the swamp to at least give legal Americans more relief than illegal aliens.

Funny the Post should post that …

… if China takes the White House in 3 weeks, Trump will have no legacy …

… the Public Indoctrination Propaganda (textbooks) will fill with the Left’s gaslighting fired RED-hot with racism and hatred, infused with Big Lies, and sprinkled with Chinese communist propaganda to spice the already toxic stew of hot, steaming Bravo Sierra …

… and the Post itself will either join the chorus or be targeted with a blacklist for anyone advertising in their paper or working for them …

… maybe the Post offered this issue – and provocative cover – to appease the alligators coming for them.

… and on that cheery note …

*** Happy New Year, Felix!

I love how this man DOES what he SAYS he is GOING TO DO for the good of the people of America. No matter what happens from this day forward, Trump will go down in history as one of the best if not The Best President America has ever had. I pray blessing and protection over him and his family and by the Power of Almighty God I pray Trump back in that White House for another 4 years. God bless Trump and God Bless America!

Now the full extent of his opposition and their priorities is revealed and it is by BOTH parties. It is a miracle he got anything done. He did what he could with totally corrupt people. Even if he gets another four years, it will just be a pause but I would have happily taken it.

REMEMBER way back in 2018 …
excerpt: ” … While signing the fiscal year 2018 omnibus spending bill, President Donald Trump warned Congress: “I will never sign another bill like this again. I’m not going to do it again. Nobody read it. It’s only hours old. Some people don’t even know what is in—$1.3 trillion—it’s the second largest ever.”

For the next two years, Congress heeded the president’s warning, breaking the full-year spending bills into multiple packages. The agreement for the Bipartisan Budget Act of 2019 stated that: The President, Congressional leaders and the leadership of the Appropriations Committees shall also work together to reach bicameral and bipartisan agreement on the orderly and timely consideration of FY 2021 appropriations bills to avoid a government shutdown, and a 12-bill omnibus.

But now, Congress is back to its old ways, breaking that agreement and crossing the president’s red line by packaging all 12 of the regular appropriation bills into an all-or-nothing omnibus package, plus tacking on thousands of pages of extraneous provisions that have little to do with government funding and should be considered separately on their own merits…”

TRUMP should have known about the 1974 Impoundment Control Act to demand “rescissions” …
And force CONGRESS to override his veto and rescissions … but he did not.

With a vengeance too!

The $908 Billion bill contained only $100 million in direct assistance to the American public, with the remainder being spent overseas or for special interest programs here in the United States. In the package were $600 payments to Americans – a number that many on Twitter considered laughable.

The rest of the 2.3 trillion was to keep the government open and aid were liberals work like museums and pet projects like studying LGTQ+ and gender surgery in foreign countries. Government people are “essential” , aiding foreign countries are “essential” not you!

Keep in mind as the economy starts to tank again, we don’t have the money for any it and under a Biden administration, he will surely bankrupt us forever with more pointless lock downs. Virus mutations are coming and so is another man made virus… Fear works and speeds up their vile global agenda. Prior to the “pandemic” we were bringing our debt down.

In this article Trump said, ““As president, I have told Congress that I want far less wasteful spending…”.
We don’t need “far less wasteful spending”; we can’t afford ANY!!
But NOWHERE in this article did I see that Trump had even mentioned – let alone insisted on the removal of – the HUGE amount of our (the U.S. taxpayer’s) money being given away to FOREIGN countries (Palestine, our enemy, gets $250,000,000.00!!!) from this insanely treasonus ‘stimulus bill’ as a condition for him to sign it – which he DID anyway!!!
Insted he put on a dog and pony show about the 600 dollar checks for the American people.
Such should raise a red flag the size of Texas for all of his supporters……
But all I hear is crickets……comment image

Don’ t you get it yet?

IT WAS A VETO PROOF MAJORITY.

They had him over a barrel. For Trump and myself it is AMERICA FIRST! He stated he wanted wasteful spending out. All he can do is red line what he wants out and that includes FOREIGN spending. It’s nearly 6000 pages! At this point Palestine is the least of his concerns.or Pakistan for tranny crap. He would like to see struggling AMERICANS get some relief instead of foreign countries. – that was the point of the bill. We are back to Obama days!

Of course we don’t have money for any of it! Prior to the virus we were bringing down our debt. Some say we are up to 27 trillion. He could request them to vote on all of the wasteful spending, line by line but I doubt they would do that and nothing will change anyway. and he knows that too.

He vetoed the defense funding because it legislated away Executive Power, renames our military bases and keeps big tech with the 230 clause giving them protection from any liability and keeps our military all over the world and not allowing withdrawls and there is not a dam thing he can do about that either. We will go back to endless wars and protecting other countries at our expense. That too is a VETO PROOF majority..

Audit the federal reserve, return to the gold standard. Make the treasury coin money once again, according to constitutional mandates. Unfortunately two presidents tried this and were assasinated because of it. This, my friends, is the true “deep state”, beholden to none but their own agenda. New World Order anyone?
