Mohammed Azharuddin Chhipa was arrested at a migrant detention center in the Mexican town of Huehuetan.
On or about August 16, Mexico’s Federal Ministerial Police issued a rare and most curious public announcement: Mexican immigration had apprehended an American citizen who was wanted on an Interpol “blue notice” warrant on suspicion of supporting violent jihad and radical Islam on digital platforms.

The man, identified by Mexican media as “Mohammed Azharuddin Chhipa,” was found and arrested at a migrant detention center in the town of Huehuetan, just a few miles north of a heavily trammeled Guatemala border crossing for northward-moving U.S.-bound immigrants. Interpol blue notices are put out for international travelers that law enforcement suspects of involvement in a crime.The U.S. national security concern about Chhipa was such that Mexico deported him by air to Washington D.C., no doubt into the hands of FBI counterterrorism investigators.
Absent further detail, an observer with just this knowledge might guess Chhipa was clandestinely returning home to America on the migrant trails from the Middle East battlefields of ISIS posing as a migrant, as did many dozens of European citizens to reach their home countries. But that is not the case, according to reliable intelligence community sources.
I was told that Chhipa actually was outbound from the United States and on his way toward a foreign jihadist group to join them, at least initially to Egypt. The reason Chhipa was traveling southward away from the United States was because he was on the American “no-fly” list and couldn’t depart from an American airport. He decided to find one somewhere unnamed in Latin America where no fly lists are not a thing, sources told me.
Little else about the suspect, his itinerary, or the FBI investigation could be learned, not even whether the suspect’s name is real.
But while the idea that violent Islamic jihadists crossing into the United States at the southern border has inspired significant homeland security investment and programs, American jihadists have also sought to escape no-fly list restrictions and law enforcement detection by traveling southward over the same border to get to the jihad overseas.
For example, on October 4, 2016, two Milwaukee, Wisc., men on the no-fly list were arrested near San Angelo, Texas, on their way to Mexico as part of an alleged plan to join ISIS. Authorities who had been tracking the two as they traveled south to the Mexican border arrested Islamic converts Jason Michael Ludke and Yosvany Pedilla-Conde, a Cuban national, on U.S. Highway 87 in Tom Green County. The arrests occurred on the final leg of a car journey from Milwaukee to El Paso, where the men allegedly hoped to cross to Juarez, Mexico, and acquire fraudulent passports, possibly to fly from Brazil to reach ISIS in Raqqa, Syria, then travel to ISIS-held Mosul, Iraq.
The two men are among many publicly known cases in which U.S.-based Islamic extremists attempted to avoid law enforcement detection assured at airports by crossing the land border into Mexico instead, from where they could travel undetected to join Islamic terrorist groups such as ISIS.
In April 2015, seven Minnesota men of Somali descent were arrested in San Diego and in Minnesota for conspiring to fight with ISIS in Syria by crossing the California-Mexico border, but were arrested prior to some of them crossing, court records show. According to their May 2015 federal indictment, the group discussed obtaining false Mexican passports from another friend already in Syria. The plan was to fly from Mexico to Turkey and then to Syria.
Also in April 2015, after returning from Syria, Iraqi-born Texas resident Bilal Hamed Abood was arrested for lying to the FBI that he had not pledged allegiance to ISIS. Two years earlier, Abood crossed the Mexico land border, boarded a Mexican airline to Bogota, Colombia, and got to Syria, where he falsely claimed to have fought with the Free Syrian Army instead of ISIS, to which he had pledged fealty.
Liban Haji Mohamed
In July 2012, Somali-born citizen Liban Haji Mohamed drove from his home state of Virginia to the Texas-Mexico border, slipping his FBI surveillance team along the way, and crossed into Mexico. He then flew to Somalia via Mexico to join the terrorist group al-Shabaab and was later placed on the FBI’s Most Wanted terrorist list. The transitional Somali government arrested him in in March 2015.
There are other cases like this. If you’re a known terrorist trying to go somewhere else, striking out on a southward route to any of 20 Latin American countries with international airports — and not much intelligence-sharing with the United States — makes good tactical sense.
And while we still don’t know much about which American city this suspect called home or how his life came to this, it’s safe to assume the FBI had this man on its radar for quite a while before realizing he was gone. Hey, it happens.

People from different countries, different sounding names …. names like Jason Michael Ludke and Yosvany Pedilla-Conde, a Cuban national. It’s all so puzzling- is there any commonality in all these cases, or is it just something that happens randomly? Maybe get Inspector Clouseau on the case immediately and, just to be doubly careful, check their shoe sizes to see if a specific size could be the cause.

I have problems with this story. Crossing into Mexico is harder than coming into the USA. Surely the Mexican immigration should have questioned him.

Evil kids who plant bombs: What you can learn from Joseph Conrad about terror.
An assassination attempt, a lot of nihilism, and in the end Russia always profits: as Joseph Conrad predicted in his 1907 novel “The Secret Agent” our world of terror today.
The conspirators meet in the back room of a sex shop in post-Victorian London. There they talk all sorts of world revolutionary nonsense – the proletariat, the overthrow of the bourgeois order, anarchism – and it could all be quite harmless. But then, about page 90 of Joseph Conrad’s novel “The Secret Agent,” a bomb explodes and a child is dead. And suddenly the reader realizes that he has before him a book on the terror of Islamic fundamentalists – even if this novel dates from 1907 and the assassins don’t speak the jargon of jihad, but of Bakunin, Kropotkin and Co.
The dead child was a big boy carrying a bomb: he was supposed to blow up the Greenwich Observatory, stumbling unhappily and being torn into a thousand pieces. Of course, the plan was pure nonsense. That’s exactly what Conrad wants to know: “What do you think of an act that is incomprehensible, inexplicable, almost unthinkable in its sheer destructiveness – in other words, simply insane,” he has one of his novel characters argue. “Only insanity is really frightening, since it can be appeased neither by threat, persuasion nor bribery.”
The goal of the terrorists: They want to provoke the British state to overreact and thereby bring about its downfall. They have nothing but contempt for bourgeois democracy and British justice with its slowness and leniency. “Nothing would please me more than to see Inspector Heat and his ilk start shooting us with public approval. Then we would have half won the battle, then the decay of the traditional moral concepts in their stronghold would have begun.”
Behind the terrorist attack is Joseph Conrad’s greasy “agent provocateur”, who works on behalf of tsarist Russia. The client is a certain Mr. Vladimir from the Russian embassy. Now you don’t have to indulge in mischievous conspiracy theories to see who the terror of radical Muslims in Europe is currently primarily of use to: Putin. Just as the tsar’s agents in Conrad want to weaken the British empire and destroy it from within, so Putin and his followers want to weaken the European Union, if possible smash it up and turn their individual countries into loyal vassals.
Conrad saw very clearly in his 100 year old novel: The terrorists and the Russian state fit together pretty well. They have something essential in common – nihilism, contempt for bourgeoisie and civility. One of the anarchist conspirators says: “I have always dreamed of a crowd of men, determined with iron, unscrupulous in the choice of their means, strong enough to call themselves roundabout annihilators, free from the renunciatory pessimism that poisons the world, without pity for any living being, including themselves – death in the service of mankind – that I would have liked to see.”
No one who wants to read this gloomy and great novel should be stolen from his reading pleasure here by divulging the plot – its core is about a woman (Winnie Verloc, the wife of the agent provocateur and sister of the boy who was torn apart by the bomb) and her retaliation. But a dialogue at the end of the novel is worth mentioning: The police chief is asked what was the motive behind the bombing. And he answers: “Naked audacity that grew into childishness.” His interlocutor reacts with the sentence: “We must not resign ourselves to the innocence of evil little children”.
This sentence is so clairvoyant that it could serve as a slogan in the struggle against the Islamic state. Yes, they are evil children who have gathered under the banner of the Prophet. They have a terrible innocence in murder; and we must not resign ourselves to it. At the end Joseph Conrad lets one of his anarchist assassins disappear in the crowd: “He had no future. He spurned them. He was a force. In his thoughts he pampered images of ruin and destruction. He went there, dainty, inconspicuous, shabby, unhappy, and terrible in his simplicity that determined him to summon insanity and despair for the renewal of the world.” We know where this figure wants to go. She wants to come to us.
