During the attack, he punched, slashed and stabbed a corporal at the entrance to the recruiting centre.

He chased a sergeant who rushed out of her office and narrowly missed slicing the back of her neck. He then tried to slash and stab at another sergeant who’d slipped and fallen to the ground.

With his first attempt, the blade hit the floor. As Ali resumed stabbing the soldier.

The appeal court says the Ontario Review Board considered all the required factors last year in granting Ayanle Hassan Ali permission to attend Mohawk College unaccompanied when staff at the secure Hamilton hospital where he’s detained deem he is ready.

The three-judge appeal panel further says it was “not unreasonable” for the board to ban Ali from known military facilities or centres rather than the more restrictive measure sought by the Crown — a prohibition from contacting any military personnel.

Prosecutors had challenged the board’s ruling, saying too much consideration had been given to Ali’s needs and too little to public safety.

They argued awarding such privileges was unreasonable given that it was Ali’s first review and he had no track record to rely on.

The Crown said Ali’s compliance with the rules on his highly restricted hospital ward is not the same as having “unsupervised access” to the college.

The review board — which annually evaluates the status of anyone found not criminally responsible or unfit to stand trial for criminal offences due to mental illness — found Ali continues to pose a significant threat to the public and should remain at the hospital.

But it also granted him gradually increasing privileges that began with permission to travel through the hospital and grounds with staff, then with an approved companion, and eventually under “indirect supervision,” which means being unaccompanied.

If that went well, Ali could then follow similar steps into the community for education purposes, specifically to go to Mohawk College, which is across the street from the hospital, the board said.

In a decision released Monday, the Appeal Court said arguments related to public safety were made at the hearing and, as such, were weighed by the board.

“It is clear from the reasons of the board and the conduct of the hearing that the board carefully considered all of the required factors in making its disposition regarding the limited indirect supervision privilege and made no error of law. Its decision was not unreasonable,” the appeal court said.

“The limited extension of indirectly supervised access only to the local college shows that the board was extending only a very limited privilege, both geographically and in terms of time away, that reflected its concern for public safety but balanced with the need to facilitate Mr. Ali’s reintegration into society.”

At the initial hearing, the Crown had sought an order barring Ali from contacting any military personnel, but his lawyers argued Ali would not know if someone in plain clothes might be in the military. At the appeal, prosecutors said the condition could have been modified to avoid such concerns by prohibiting contact with uniformed personnel.

The Appeal Court noted Ali is scheduled to appear before the board on Wednesday and such a condition may be discussed at that time.

Ali attacked several uniformed military personnel with a large knife in March 2016 and wounded at least two people before he was overpowered and subdued.

He was charged with attempted murder, assault causing bodily harm and assault with a weapon, as well as carrying a weapon, all for the benefit of a terrorist group.

Last year, an Ontario judge found that while Ali carried out the attack based on his extremist beliefs, the formation of those beliefs was precipitated by mental illness. The judge also found Ali was not acting on behalf of or for the benefit of a terrorist group.

As a result, Ali was cleared on the terror element of the charges and found not criminally responsible on the lesser included offences.

Prosecutors are also appealing that finding, arguing Ali should be considered a terrorist even though he acted alone. They say Ali should still be considered not criminally responsible, but on the terror charges rather than the lesser ones, and are seeking a new trial on that issue.

My perspective is solely spiritual. Canada, along with the rest of the West, has collectively fallen from God’s grace. For the first time in over 2000yrs, the Christian Church has mostly turned away from God and together with the rest of the individual nations, they have ignored His repeated calls to repent, and have embraced “humanism” as the new religion. Any people who once lived under God’s graces and have done what we as a whole have done, can have no expectations of hope.
We can do our best to slow the “invasion” down, but there is no “fixing” things any more. I believe that Islam is likely a instrumental component forming the judgement we are facing, and therefore there is a possibility that where their numbers are less, so too may the depth of judgement be less, but that’s only a guess. As for the rest, there is plenty of evidence pointing to the times of the end of this age being upon us, as described in the scriptures, and getting right with God through Christ alone is a priority. When Moses raised his hand and held the “rod” aloft, Israel prevailed – when his hand came down, Amalek prevailed (Ex.17:8-13) ; the spiritual nature of the fight is even more real today, and gravely so for our western nations.

A judge is not an arbiter of mental illness.
Was the mental illness diagnosed by a qualified physician?

Ali’s beliefs are basic standard Islam, as taught in the mosques. Mental illness is not needed.
Islam authorises and teaches terrorism against non-muslims.
The Islamic community, the Umma, is a group for whom terrorism is authorised. Ali belongs to it.
What cannot the judge see?

You are very correct. Look at Tommy Robinson sentenced to 9 months in a maximum security prison. Some of the pedophile muslim rapists get off with lesser sentences. This is unacceptable and the people need to revolt en masse everywhere this is going on.

Who is paying for his college? And how do they know he is qualified.
I feel like they are doing a dangerous experiment on this terrorist. They are trying to “FIX” him so he can go back into society. If they succeed they will be patting themselves on the backs.
If it doesn’t succeed then they will say nothing & no one will be held accountable. It will be business as usual.

We may need a huge wall on our northern borders too… makes me think of China’s Great Wall. Please everyone pray & pray often that Canada does NOT vote for Trudeu again & that they get someone elected that is Pro-Trump & like President Trump too.

Who/whom are you going to fight – how are you going to fight them, and what are your goals? Are you going to stop all of them from entering and deport those already here – with what mechanism will you do that?
“Pray for Canada” to not vote Trudeau back in? I got news for you, God put him in because he’s exactly what we deserved ; it’s called judgement and it’s only just getting started. This fall, the nightmare kicks into high gear.

And to that I say “Amen”. I have been doing my own little survey for over a yr. now and have accumulated over 20 responses from Evangelical pastors who agree with what you just said…”Trudeau is God’s judgment on this sinful nation”.
Canada has kicked God out of very aspect of our society, we murder our babies at an astonishing rate, we destroy the surviving children’s minds in our “indoctrination centers” that used to be called schools, we allow ‘clinically insane’ people to teach that you can cut this or snip that or move this and remove that and turn a man into a woman or vice versa.
We live in an insane asylum and the inmates are running it. BUT, God is the author of all things, including this “delusion” that HE has sent to those who are beyond redemption.
2 Thess. chapter 2, v 10-11-12…”For I will send them strong delusion, that they may believe the lie and NOT be saved, for they loved evil over righteousness”.
We won’t have to put up with this “madness” much longer because the King of Kings is returning to take us home then wreak His judgment on this entire planet. It won’t be pretty either so I pray that someone reading this will see the writing on the wall (mene mene tekel upharsin) and call out to Jesus for salvation, so they can enjoy ETERNAL life in Heaven instead of the fires of hell.

RevRoy, your response only came through just now (not the first time that’s happened). I am encouraged by your comment, and I’m glad to hear that pastors are seeing this and hopefully are preaching it in their congregations. Were there no compelling evidence that God’s judgement has already begun (Deuteronomy 28:49-50 details exactly what is happening across the West), then I would not be saying and believing so, and I would be strongly discouraging anyone from making such claims without that strong evidence.

I have so far detailed over 20 end-time prophecies, most of which have come to fruition only recently, that are absolutely correlated with world events, with a few “set-up” to fulfill, all according to God’s timing. Most of these are of no small matter, and while some are significant to the Christian Church, many relate to Israel, but they all proclaim a very near and quickly approaching end to this age of man. Hallelujah!!

Can you imagine being a student or teacher at this Mohawk college and finding this criminally insane jihadist sitting in your classroom. I think I would drop or cancel that class,maybe find a new college,but in Canada that might be considered “racist.”
