I've featured some awesome paper quilled jewelry before.  So here are more to get you inspired.  Honey Moser's basic quilling tutorials do help you make a good start with this beautiful art form.  As for the paper part, a good sealer like Mod Podge will be handy!

She does make it look relatively easy so long as you have good fine motor skills!  You also need a simple slotted quilling tool to get scrolling.
